To build an application to stream video from server to nokia 5230

hi i have a problem now . i have to now build an application to stream a video from a webserver to nokia 5230 mobile via wireless lan . now our problem here is

1.whether it is possible to build application that can stream video from a server which is captured from a webcam to nokia 5230 mobile by using wireless LAN
2. if we are able then which api's and packages i need to choose to build this
