tnsping works fine but DBlink doesnt work.?please help!!

We have a problem connecting to the remote database.
Database side (both databases) nothing changed..all used to work fine- but DBlink stopped working one day (ORA12170 :TNS connect timeout occured)
When tnspinging the remote DB entry for the remote database , the same error occured (TNS timeout)
After this, the IT security people changed some firewall rules and asked us to test again:(not sure what the exact rule)
Now the tnsping to the <remote database> is working fine.
But the database link connection still failing with the same error - (ORA12170 :TNS connect timeout occured).
Can somebody suggest if there is a way to find the exact error..?Because TNS timeout occured message does not give any indication what exactly is the error..any place I can check this?
