TNSPING utility not working

Hi,

Oracle Ver: 10.2.0.1.0
OS:Soalris 10
TNS Ping Utility for Solaris: Version 10.2.0.1.0 - Production on 18-OCT-2008 18:29:15

Whenever I am trying to Resolve the Alias through TNSPING it's not coming out of it...........

Even I am not able to Connect to this Particular Database Server...

bash-3.00$ tnsping ISCDB

Used parameter files:
/export/nnm8i/oracle/product/10.2.0/client_1/network/admin/sqlnet.ora


Used TNSNAMES adapter to resolve the alias
Attempting to contact (DESCRIPTION = (ADDRESS = (PROTOCOL = TCP)(HOST = 97.253.106.43)(PORT = 1521)) (CONNECT_DATA = (SERVER = DEDICATED) (SERVICE_NAME = ISCDB)))

Any Help Appreciated.....
