tnsping take long time(2000+ms)

The application is base on C/S,only working during the day.
tnsping take a long time(2000+ms,have several tests) during the day,but it seems like normal(10ms,have several tests) in night.
there is not sqlnet.ora file in $ORACLE_HOME /network/admin,which means sqlnet.authentication_services's value=default(none).
