TNSPING message 3509 not found

I am able to connect to the ORacle by using SQL PLUS. But when I tried to connect to oracle by using Teradat OLE load utility, I am geting follwoing Oracle error ORA-12222 "Test Connection failed because of an error in initializing provider. Error when trying to retrieve text for error. ORA - 12222"
I used tnsping I got follwoing error

Does any one has any idea that how can I solve this error so that I can connect to the Oracle by using OLE Load
