TNSPing difference: question regarding Windows 7 32-Bit and Windows Server 2008 64 Bit

After installing the Oracle Client 11g 32-Bit on Windows 7 32-bit - the listener worked and ODBC works The Oracle Net Manager Service Naming shows all the Oracle DB.

After installing the Oracle Client 11g 64-Bit on Windows 2008 Server 64-Bit, the net services can not connect. The Oracle Net Manager Service Naming does not show any Oracle DB.

Oracle Troubleshooting suggest using TNSPing.  Using the two installations side-by-side here are the differences.


Question 1: Why Wont TNSPing work from Windows Server 2008 64-bit?

TNSPing - from Windows 7 32-Bit 

From Command Prompt: TNSPing denora241  

It gets the reply and provides the IP address as part of the response.

TNSPing the returned IP address - works

Ping the same returned IP address - works

TNSPing - from Windows Server 2008 64-Bit

TNSPing denora241      - Fails

Ping denora241    - works

TNSPing the same returned IP address seen in Windows 7 32-bit    - works

Does this make a difference if Listener works or not?

My goal is just to get the Oracle 11g Client working on Windows Server 2008 64-Bit.

Is it necessary for TNSPing to work to achieve this?
