tnsnames.ora file in a RAC DB environment

DB version:11.2.0.4

Grid Infrastructure version:11.2.0.4

Platform: Oracle Linux 6.4

In a RAC DB server, where should I place the tnsnames.ora file. In the RDBMS_Home/network/admin owned by oracle user

or GRID_HOME/network/admin owned from grid user ?

If I must place it in GRID_HOME, then , when I invoke sqlplus binary which is in RDBMS_HOME, will it have access to tnsnames.ora file stored in GRID_HOME ?
