tnsnames.ora file at Windows Server 2008 R2

Hi all,

First PC with Windows XP works fine, I mean connecting to Oracle server using Toad.
The location of tnsnames.ora is the following:
C:\product\11.1.0\client_1\network\admin

But when I'm trying to connect from PC with Windows Server 2008 R2 in Toad I should use direct connection and type manually Oracle host name, port number, and service name. I'd like to use tnsname instead.
The location of tnsnames.ora is the following:
c:\oracle\client32\network

Maybe I should use c:\oracle\client64 folder at Windows Server 2008 R2 ?

Please suggest me some solution.
