TNSLSNR.exe error

I get thie message whenever I try to log into the database whether from the enterprise manager or from anywhere else.
TNSLSNR.exe has encountered a problem and needs to close
zAppName : TNSLSNR.exe szAppVer : 0.0.0.0 szModName : orantcp9.dll
szModVer : 0.0.0.0 offset : 00005790

lsnrctl stats command gives this information
