TNS Service Name drop list empty in Windows 10 64-Bit

When I attempt to create an ODBC connection under System DSN, the TNS Service Name drop down list is blank.
image.pngI manually added a database name and credentials (works in SQL Developer) and the following error appears:

image.pngI'm running Windows 10 Enterprise 64-Bit and Oracle12c 32-Bit.
What do I do?
