TNS protocol adapter error on the client side only

haroo!

I'm new here.. and I've searched the forums that matches the subject above, but unfortunately I haven't come across the same case as what I have here for almost one week now. I have searched other forums and googled about it and life is really good to me.

Now, so much for the talk, my problem is really simple (maybe at least for the database administrators out there..) :

"ORA-12560 TNS: protocol adapter error."

COMPUTER SPECIFICATIONS:
The server (Windows 2003 Server) :
(Unfortunately, I don't have access on the server so I can't give you it's exact specs. Here are just some that I have taken at a glance last year.)
- Pentium Xeon
- 2 Gb RAM
- Oracle 9i installed
- computer name: isserver
- service name: isteam
- port number: 1521

The client (Windows 2000 Professional - no SP) :
- Pentium III 733 Mhz
- 128 Mb RAM
- OraClient installed
(please feel free to ask more specs of the client, I'm willing to walk a city block from where I type this.)

All clients have the same specs as above. OS freshly installed.

I simultaneously installed OraClient on the client PCs, with the same configurations and all. And after testing the service, out of five PCs, three can connect with no problem, but two echoed with the following error:
"ORA-12560 TNS: protocol adapter error"

At first, I thought that it might be a hardware problem, but the network adapter works well.. In fact, I have used a network folder to copy the installation files of the OraClient to the client PC.

On command prompt:
ping isserver - works
tnsping isteam - returns error code: TNS-12560 TNS protocol adapter error

I tried reinstalling the adapter, still have the problem.
..tried reinstalling Oraclient, still have the problem.
..tried reinstalling TCP/IP, still have the problem.
..tried killing myself, still have the problem.

Please help, I'm growing desperate here.

Below, I posted contents of some files that might appear to be useful as I have seen in other forums.

PS: I don't know what is tracing and don't know how to turn it on. But if it would be done in the server, please remember I have no access on it. Huhuhu.. And, oh, please don't advice me to reinstall the OS. That hurts, consume a lot of time, and I don't have an installer. :)
