tns not connecting to 11g XE after an IP Change

We needed to move a database and installed it XE 11.2.0.2 on Windows Server 2012.  After the database was moved we discovered the primary programmer had never worked on one of our essential programs using that database and the prior developer is no longer with the company.  As a result we could not modify it and it used a direct connect string.  In order to continue operations we simply changed the IP on the new server to match the prior server's IP and removed the prior server from the network.  Unfortunately, while this worked to get the essential program operational using a direct connect string, all TNS connections are now hanging and then getting a TNS-12535.  The Network hosts file reflects the correct IP when the host is pinged, TNSping shows the correct entry so everything appears to be setup fine but still no connection.

I know I can shutdown the database, save the datafiles, uninstall and reinstall the database, then restore the datafiles and recover the database to get it working again, but I would much rather address whatever the issue is directly and save the additional hours of work.  Can anyone shed some light on what would cause this type of an issue and how to resolve it while still using hostname in my tns?
