TNS Listener service not found among others..

Running on a windows system... running 9.2
I installed the database...enterprise version
installed management tools.
client tools etc..

I had been having problems getting the MC to connect to the service...

Now after many re-installations... I no longer have the MC service showing up in my services panel, nor is the tns listener installed any longer...

I did remove everything oracle and reinstalled from scratch but still no joy.
Has anyone had this issue? I can't even find where the tns listener service is installed from. Or I can't find the MC service either...
