Tns entry Server= dedicated

i am trying to connect one of MTS database through sqlplus client. its working fine if i put tnsentry SERVER=DEDICATED, otherwise it gives error
ORA-12545: Connect failed because target host or object does not exist.
Even tnsping works fine with out server is dedicated.

what may be wrong, not able connect to mts ? Any suggestion
