TNS: destination host unreachable

I have instaled oracle 10g expres edition on Pinguy OS 10.10 (Kernel Linux 2.6.35-23-generic, gnome 2.32.0) an i have selected for the oracle data base to start automatically with the OS.
When i'm trying to use the sql Plus in online mode everything works normal but when i'm on offline mode i got this error message when connecting to the xe data base(connect hr/*****@xe): ora - 12543 TNS: destination host unreachable.
Also in offline mode the oracle home page only starts but i can't log in with any account.
