TNS_ADMIN troubles in Managed ODP.Net (xCopy)

After some time with the configuration of Oracle Data Provider for .NET (Managed Driver Version : 4.121.1.0, xcopy) I did it but according to TNS_ADMIN an Issuse:

The TNS_ADMIN setting in my app.config did not work at all:

My app.config sets TNS_ADMIN to "C:\oracle\odp.net\network\admin\"

Pulling *.ora Files to c:\oracle\network\admin helped, but I'm sure the configuration worked with the Beta-Version or is there an syntax error in my configuration?
