TNS-12560: TNS:protocol adapter error

Hi Experts,

Im new to Oracle, basically im installing Oracle 9i on SAP, O/S 2003 server enterprise. But i faced as stated on the subject above. Attached herewith my splnet.log

I did checked to make sure the services for TNSListener and Oracle<SID> are started before proceed with the installation.

Would like your valuable opinion on how to solve the problem above.
