TNS 12560, 00530 Errors

Greetings all

i am again here with a problem. but im sure u oracle guru ;s will help for sure.

i installed oracle develper 6i alright, then installed oracle 10g server on my system. both softwares installed perfectly fine. the default home for developer was DEFAULT_HOME and for oracle 10g i gave default oracle home name= Oracle

now the problem i am facing is, i can connect to sql plus but when i try to load form builder 6i, and i connect it say
Ora- 12203: unable to connect to tns.

when in command line i try to to starttns server it display 3 errors

TNS-12560: TNS:protocol adapter error
TNS-00530: Protocol adapter error
32-bit Windows Error: 3: No such process

could sombody help me plz. im in desperate need of help.
