TNS-12547: TNS:lost contact

Hi all,

I am trying to check the database connectivity from the another server. However unable to do.
It is throwing an error:

[oracle@disco admin]$ tnsping ofmsdev

Used parameter files:

Used TNSNAMES adapter to resolve the alias
Attempting to contact (DESCRIPTION = (ADDRESS_LIST = (ADDRESS = (PROTOCOL = TCP)(HOST = 10.103.10.130)(PORT = 1540))) (CONNECT_DATA = (SERVICE_NAME = ofmsdev)))
TNS-12547: TNS:lost contact

Could you please suggest the root cause of this.
