tns-12541 error in data guard sap

1)i have a query.i am creating standby database.So as i am doing tnsping from my standby to primary it is giving error tns-12541 --no listener.

i have shared the tnsnames.ora files entries on both side.It is like i have two nodes in cluster on primary database with ip 190.162.1.111 and 190.162.1.112 and 1 virtual ip that sap using 190.162.1.113 .so i have added their entriesin standby.but its giving error.

as i am looking for tns_admin variable to resolve error ..for that it is set in environment the location of sap tnsnames.ora file.Now as its production database..i want to make it clear can i add the oracle_home/netwok/admin location of oracle  also in tns_admin seprated with semicolon  like

tns_admin=sap/tnsnames.ora;oracle/tnsnames.ora

2)it is sap environment and they have installed sap in DR ALSO.during sap installation it needed to install oracle.so they have installed oracle keeping the directory structure same and then

in sap it asks for oracle sid so they have given same sid ...now in order to make a standby can i create a service with different name like prod1 and use it as db_unique_name.
