TNS-12535: TNS:operation timed out Question

I get the following error when I try to connect using oracle 9i personal client.
TNS-12535: TNS:operation timed out

The thing is the connection worked 2 days ago and then all of the sudden I get this error.
I've tried changing the CONNECT_TIMEOUT to 0, but that hasnt work.
TNSPING does not reach it either.

Anyone have a solution?
