TNS-01195 message when using COST

I am implementing COST in a non-RAC environment. I've installed it on a test server to begin with and am getting the expected messages. I did reset the remote_listener parameter in the database I was testing with. I'm still getting messages.

TNS-01194: The listener command did not arrive in a secure transport

Is there a way to find out where these connections are coming from?

The server has a number of instances and I've only modified the local_listener parameter on the one.
