TNS-01190: The user is not authorized to execute the requested listener com

Hi ,

I am using Windows Server 2008 and Oracle 10g R2 .
I am trying to stop and start the oracle listener .
But , if I try to stop using the command lsnrctl stop it shows me the below error ..

"TNS-01190: The user is not authorized to execute the requested listener command"

If I try to modify the tnsnames.ora file , it says access denied . Though I am a local administrator in the system .

Can someone please suggest , thanks .
