TNS-01151: Missing listener name, listener.ora, in LISTENER.ORA

I have installed oracle 10g R2 x86_64 in Centos 64 bit os

I am not able to fix the listener problem
While runing comaand "lsnrctl start listener.ora"
I am getting the error
TNS-01151: Missing listener name, listener.ora, in LISTENER.ORA

when i am givng the command

tnsping i
i am getting error
Used TNSNAMES adapter to resolve the alias
Attempting to contact (DESCRIPTION = (ADDRESS_LIST = (ADDRESS = (PROTOCOL = TCP)(HOST = 192.168.10.13)(PORT = 1521))) (CONNECT_DATA = (SERVER = DEDICATED) (SERVICE_NAME = tlv)))
TNS-12541: TNS:no listener

when i am trying to see the status of lsnrctl : i am getting the message is

status
Connecting to (DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=192.168.10.13)(PORT=1521)))
TNS-12541: TNS:no listener
TNS-12560: TNS:protocol adapter error
TNS-00511: No listener
Linux Error: 111: Connection refused
I n this way i am not able to understand
please some one help me.
I am realy help less in this regard. Last 4 days i am trying find any solution but i am unlocky
please help me I am new to centos / linux environment
