TLV File parser in PL SQL

Hi Community,

     Please I need your help in order to parse and integrate a TLV (Tag-Length-Value) file in PLSQL.

     And as per the BER-TLV rules, we integrate only the coming tags in the file. Not all of them are mandatory.

     Is there a library or an idea to do that smoothly?
