Timezone in Oracle 11g database

How to get timezone information from Oracle database 11g?

Example as specified below;

If required India timezone means, IND --> +5:30

If required japaneesh timezone means, JPN --> +9:00

& So on

Any possible to get timezone based on requirement? Please suggest if any one have ideas.
