Time and Labor restrict users to set multiple rows for same time task, expenditure type in same day

Hi All,
In the Oracle Time and Labor, I want to set up a validation where if same task and expenditure is selected, hours should not be allowed to enter on same the day where hours are already entered for the same task and expenditure.
Without this validation, users can enter duplicate data with the same Task and Expenditure and hours on the same day.
