Throttling in Oracle Service Bus

I have problems to enable throttling in OSB (ALSB 3).

My scenario:
One Proxy Service with dispatch policy set to a workmanager with the maximum number of threads 4. The ALSB cluster has 4 nodes.
The proxy service sends messages to a business service that has an http endpoint with one URL.
The business service is configured with the throttling parameters:
Maximum Concurrency *: 1
Throttling Queue *: 99999
Message Expiration: 0

It is expected the endpoint URI to receive a single call at a time, but is receiving four simultaneous calls. The throttling in the business service is not working.
Only the work manager in the proxy service that limiting the number of requests.

Does anyone have any suggestions?
