Throttling a yum mirror sync

I'm building an OEL5/6 yum mirror using uln-yum-mirror and the following instructions

I know in /etc/yum.conf there is a throttle command.

is there a like feature in /etc/sysconfig/uln-yum-mirror?

if so what is th syntax?

Basically what I am trying to do is a Quality of Service setup for the yum mirror sync so it doesn't over run my connection.
