Thread 1 cannot allocate new log - Checkpoint not complete

Hi,

I've the environment of Oracle 10g (10.2.0.4) on Windows Server 2003 (64-bit) – ARCHIVELOG mode.
I am receiving the following message in my alert log:

This happens when the two other group are ACTIVE

My parameters:
log_checkpoint_timeout 1800
log_checkpoint_interval 0
fast_start_mttr_target 0

In AWR report number 5 of Top 5 Timed Events for 6 hours is:
log file switch (checkpoint incomplete)
Waits Time(s) Avg Wait(ms) % Total Call Time Wait Class
1,326 403 304 1.4 Configuration

When there is greatest activity Oracle generates one archive log on one minute.

When there are less activities everything is OK.

Should I add one more redo group or increase the size of existing redo files???
