There is no Enterprise manager fusion middleware control in installed WebLogic Server 12.1.3 (error

Hello.

We installed WebLogic Server 12.1.3 on Linux x86_64 from file fmw_12.1.3.0.0_wls.jar whithout any errors.

And then load Enterprise manager fusion middleware control from URL http://<host>:7001/em we got error 404 (not found)

On the host in /oracle/middleware there is no links, files and dir's with EM.

According to documentation it must be installed and worked after starting WebLogic server.

Pls help me to understand there is it or how we can install it.
