I upgraded 5.1.xxx to 19.2.xxx and completed all the installation instructions. When launching the apex URL I ge the following message:

There is a problem with your environment because the Application Express files are not up-to-date! The files for version 5.1.2.00.09 have been loaded, but 19.2.0.00.18 is expected.

I ran @reset_image_prefix.sql with the default /i/
I already copy the images from the 19.2 images directory to the OHS server and updated the dads.conf file to point to the new image directory:

Alias /i/ "/tcapio/fmw/product/11117/OHS/instances/instance1/config/OHS/ohs1/htdocs/apex_images.19.2/"

This in using OHS to front Apex so I did not download ORDS.

Any help with this would be appreciated .
