Theme Roller Hangs - won't start up at runtime

APEX 18.2

Oracle 11

Chrome Version 74.0.3729.157

When I click on the Developer toolbar link for Theme Roller, the waiting icon appears and just hangs. Popup blocker is disabled in the browser and no messages appear in the chrome console (F12). The APEX_180200 user is unlocked. Where do I start to trouble shoot this?
