Theme roller doesn't work after upgrade to 24.1

Hi experts,

We've upgraded APEX from 5.0 to 24.1. It's been very hard, but we're in Prod since 3-4 months ago.

Now, we're experiencing an issue when opening theme roller. The spinner never hides and we can't make any changes in the style:

Two errors in console:

The issue is reproducible in apex.oracle.com:
