"The URI is not well-formed, reason: Illegal character in query" when trying to login to a websheet

Hi,

I'm using ORDS 3.0.1 on Tomcat 7, serving up Apex 4.2.6 running on Oracle 11 XE for Windows, on Windows 2008 Server R2, 64 bit.

When I create a websheet and try to login, I get a "500 Internal Server Error", "The URI is not well-formed, reason: Illegal character in query at position: 84".

The URL in the address bar is "http://rhmtie5:8080/apex/f?p=4900:79:15687058549777:LOGIN:NO::WS_APP_ID:102", which is only 75 characters!

I can browse websheets that are public; and I can login to the builder OK; and login to the Sample Charts application without problem.

The strange thing is that it works perfectly OK on my desktop, and works OK if I use the embedded procedural gateway.

I'm stumped.  What might be causing this?
