The server xxxxxx::8080 at XDB requires a username and password

I know there are lots of postings regarding the above and I have experienced it before but I've installed a new 11g DB at home on Windows XP and have now spent a couple of hours trying to work out what to do to resolve it.

I've
unlocked both anonymous and XDB accounts
reset the passwords for XDB and anonymous
set the ftp port to 2100 and the web port to 8080 (incidentally access to APEX is fine - this kicks in when logging into an app)
run the following script apex_epg_config.sql (using the Oracle home directory)

Is there a crucial step I have missed - or as I suspect are the above all not really necessary and the single thing is missing?
