The processing instruction target matching "[xX][mM][lL]" is not allowed

Receiving error: org.xml.sax.SAXParseException: The processing instruction target matching "[xX][mM][lL]" is not allowed.

Found somewhere in google search to not have white spaces before prolog? Not sure why its really doing this. Can I put something in code to ignore this problem?
