"The page cannot be found" error with Document Library application

This is my first stab at APEX. APEX and Document Library packaged application installed successfully. I can even upload files. However, when I try to view the file. I get, "The page cannot be found" error in IE. I changed the get_doc procedure as suggested in doc_library_readme_0.9.txt. What am I missing?
