The operating system cannot run %1

we use native libraries on Windows XP together with JNLP (Web Start). I works fine on about 98% of all machines. On the remaining 2% of all machines we get the error message mentioned in the subject when loading the last library despite of all efforts to get it running. The machines seem to be similar. However, there must be a difference, mustn´t it. We have already tried a lot of things but meanwhile we are a bit clueless. We desperately need a hint on this. Thanks in advance.
