The Java RunTime Environment was not found!

I tried to install Oracle 9i database for windows. After launching setup.exe, I got a JRE missing error message. It's like "The Java RunTime Environment was not found at C:\DOCUME~1\Administrator\LOCALS~1\Temp\OraInstall2002-08-02_02-25-02PM\jre\bin\javaw.exe Hence, the Oracle Universal Installer cannot be run." I'm sure that I've installed Java SDK 1.4. I'm very confused and need opinion.
