The 3 dot LOV button don't appear on the form.

Hi,
I am developing a form in 6i. (version Forms [32 Bit] Version 6.0.8.11.3 (Production)).
The 3 dot LOV button is not showing up when we attach an LOV to an item.
So I looked up for the Registry.dat to update the line
app.ui.lovButtons=false
But could not find the Registry.dat.
I have Oracle_HOME\FORMS60\java\oracle and under this I have two directories - bali and ewt. Could not find the forms\registry.

I have another oracle home with DeveloperSuite 10g installed . There I have the forms\registry. But updating that will not help the 6i.

Can anyone help? All I want is the 3 dot LOV button to show up and working when we attach the LOV to the item.
