Is Oracle Text part of the SE2 ? (Oracle Database 19c Standard Edition 2)

It was part in 11g and 12c:

in 19c licencing page, "Oracle Text" seems to be part of "Oracle Spatial and Graph" option, what is not included in SE2
"Graph Database Features: ... Text search and query through integration with Oracle Text, Apache Lucene, and optionally, SolrCloud"
Or is it only means, that the "Spatial and Graph" options uses "Oracle Text", but "Oracle Text" is not part of "Spatial and Graph"? ( "use" vs "has" ?)

In 19c Oracle Text Reference, there are only few options what is commented by "... can only be used with the Enterprise Edition"
Is it means other Oracle Text features can be used in all DB Editions?
