Testing username/password within a procedure

Hello,

Is it possible to test if a username/password are valid within a procedure ?

For example :
- I connect as hr/hr@db1
- call a procedure with as inputs a username and a password and try to connect with the given usr/pwd (like a CONN under sqlplus) ?
