Testing in the Secured sandbox

I am new to Cerner, and have been asked by my client to research how to access the secured Sandbox so we can test their backend services Authentication. Is the Secured Sandbox part of the OPN where you have to pay for access, or can we test the authentication for free?

If it is free, can I get the Authentication URL and appropriate tenant ID for the secure sandbox?
