Test failed: IO Error: The Network Adapter could not establish the connection (CONNECTION_ID=pgQYvyF

Hi everyone. I am on SQL Developer ver. 20.4.1.407.0006-x64 and I keep getting this error while trying to connect to a database. I have tried to find out solutions, have read threads on the community page as well.

  1. I have checked for the status of listener by lsnrctl status to check for the status and attached the screenshot of the status here.
  2. Tried changing from Basic to TNS and check if the drop down show listener service; it does but still no hope.
  3. Checked for the services with (Win + Run) --> services.msc and all the services are up and running.
  4. Disabled firewall and didn't help.
  5. Uninstalled Oracled XE 18c Win 64 and reinstalled with new password.
  6. Changed username to SYSDBA, role to SYSDBA and tested. Drives to the same error message.

Please someone help me out with this. I am very new to databases and getting confused with the port numbers, the host details and the connection error. What should I do?
