Template Component Settings Getting Wiped after Copying a Theme Template Component

I like to copy APEX standard theme template components as the basis for customized template components. After APEX 24.2, I encountered a nasty issue described below.

Steps to Reproduce

Create a report using the region type ‘Content Row’.
Configure the Report with title, description, etc.

Go to plugins and copy the Content Row Theme template

Go back to any page that uses the ‘Content Row’ region type, and all of the settings have now been wiped.

I reproduced this on apex.oracle.com APEX version: 24.2.5
