How do I configure a template button to take me to a an anchor tag on the same page?

I have an apex 3.0 page that is quite long and is composed of several sections.

What I am trying to do is add several template buttons at the top of the page to take me to the various sections.
<p>
in html it would be something like:
<p>
< a href="#SEC1">Section1.</a>
<p>
....
<p>
< a name="SEC1">Section 1 Details</a>
<p>
But I want to do this with a template button, to keep the same look-and-feel
