TEMP tablespace doesn't clean itself after system restart

I have issue with TEMP tablespace being stuck at around 12G. I doesn't change at all, no matter what's happening on the system.

I suppose TEMP tablespace is for storing temp data but, even after I cleanly shutdown database and startup those 12G's are still there.

Any idea?
