telnet hostname in linux

Legends,

I use the command "telnet localhost 143" and "telnet hostname 143"
Both says telnet connection refused.

I issued the commands, "netstat -a | fgrep imap" and "netstat -apnn | grep LISTEN | egrep '143'"
Both returned nothing.

I have cloud server.
OS- EL5 , 64- bit

Please help me to configure IMAP so that i can telnet to my localhost and hostname on 143 port.

I dont know what IMAP to install or is it already installed.
