Telnet from agent to OMS is failing (OEM 13.4) through port 4903 , what could be the cause?

Agent is unable to communicate
with the OMS. (REASON = Agent is Unreachable (REASON : Agent to OMS
Communication is broken. Failure connecting to
https://em.bpol.gov.bw:4903/empbs/upload , err connect timed out ).

We engaged the security team to check for firewall restrictions on port 4903 and there seems to none. When they trace the telnet , it leaves the agent and goes through the firewall and times out when it reaches OMS. We are able to telnet from oms to agent through port 3872 and 4903 and the two ports LISTEN status is LISTEN.
On the agent side port 4903 seems not to appear to LISTINING and 3872 is LISTNING.
PING is working to and from OMS.
Traceroute is working.

I am new to this, kindly assist in this matter.
